Z-index? a little help please? Can't Post

hey everyone, sorry about this, as i am clearly new to all of this.

I have recently started to make webpages for a friend, and one of the most basic elements seems to be escaping me. i can do everytyhing i need to do. but when i view the page in a browser, and make the window smaller... everything sorta, bunches up, and overlaps.

I have tried a few things that ppl have told me to do, like changing the z index of certain layers, but nothing really seems to do the trick.

any help would be much appreciated.

I'd recommend searching Google for resources on CSS, or trying out using tables to organize the page instead.

Or maybe find a site that has similar layout to the one you want to build and see how they solve the problem?
